Regulations pertaining to coal ash storage and disposal are expected to change significantly starting in late 2014. Although not as large a producer as the power industry, the pulp and paper industry produces significant volumes of ash and will be affected by the regulations. Regulations are expected to require coal ash (coal combustion byproducts) produced in future to be stored in facilities meeting RCRA Subtitle D standards, including lining, capping, leachate containment, and groundwater monitoring. The requirements that will apply to existing and closed ash storage facilities, particularly wet ponds, are more difficult to predict, but the Paper Industry will be well served to begin addressing these issues.
